Is this the flag on the license holder?
From the look of the people it looks like a victory parade in 1945 of the Second Sino-Japanese conflict. The Allies and the Flying Tigers participate.
The UK sent troops that supported the Burma road. The war ended with a truce, hence the happy faces but who are the honored riders?

The celebration was of the ending of World War II in 1945, and the war ended with Japan's unconditional surrender.
