Adam the drawing is attached.
When I assembled mine I had to make the screw with the locating pin to suit.
I used stainless steel rod then you don't have to bother with chrome plating.

Sorry to resurrect an old thread. Terry can you forward the mentioned photos to me? My wheel is apart and someone has modified the horn ring mounting from factory.

Thanks Terry. Your great pictures of the actual horn installation and springs showed this screw. I looked at my wheel and found this screw in place. I used some Aerokroil on it before I tried to unscrew it believing it was going to be very tight. Nope. Found no issues.

Gary there is a Horn Ring Locking Screw that is located on the underside of the steering wheel. The screw has a round pin on the end that locates "from memory" in one of the horn ring arms. I will check this tomorrow.

Horn Ring was created by 1748 S
I have seen many Cord horn ring placement differently on so many cars. My thought is the horn ring needs to be "clocked" to match the wheel spokes. But so many are placed what seems to anywhere. Is there are reason for this? Just wondered...
